How does WhatsApp Business billing work?

Meta charges for WhatsApp Business based on each template message category and the recipient's country. Rates are published in a periodic rate card and expressed in USD per delivered message.

This calculator multiplies your monthly volume by the official rate for each category in the selected country. Service (inbound) messages are free until October 1, 2026; after that date they are estimated using Utility rates until Meta publishes official service pricing.

WhatsApp Business message types

Meta classifies messages into four main categories:

Marketing: promotions, offers, commercial reminders, and campaigns.
Utility: order confirmations, shipping updates, transactional reminders.
Authentication: OTP codes, identity verification, and authentication.
Service (inbound): customer-initiated conversations.

Conversations from Click-to-WhatsApp ads may also have a free window of up to 72 hours under Meta's current policies.

2026 pricing changes

Meta updated its rate card effective July 1, 2026. The most significant change for many businesses is that service (inbound) messages, historically free, will be charged starting October 1, 2026.

Until then, you only pay for Marketing, Utility, and Authentication by volume. After October, you must also add the estimated cost of service messages.

Difference between WhatsApp Business and Meta Business Agent

WhatsApp Business API charges per template message by category and country. This is the cost of sending messages through the platform.

Meta Business Agent (Meta AI Agent) is a separate product: an AI agent that converses within WhatsApp. Meta charges for messages generated by that agent under a different pricing model.
